I know this sounds silly, but have you loosened the linkage between the carbs?
If you back the idle screws enough, the butterfly should close completely.
Oh, while assembling the carbs, did you let the butterfly close completely before you tightened the two little screws that hold it in? If not, it could be binding and not closing all the way.

Does any body out there have any knowledge about Stromberg carbs? My TR250 has been up on jack stands for the last 3 years. I just finished overhauling the two carbs. The engine starts right up but won't idle down. I have backed off the idle screws as far as they will go and the engine is still turning over at about 2000 rpm. I purchased the tool for adjusting the needle enrichment only to find that my carbs are not adjustable. I placed the unisyn meter over both carbs. The front carb was reading really high compared to the rear carb also when applying the meter to the rear carb the engine will pick up another 1000 rpm. Has anyone had these kinds of problems? Is this something that I can fix or does it have to go to a professional? Any help would be appreciated.
