John,
The bypass tubes have a spring loaded diaphragm on the side. If the spring
is loaded against the diaphragm with the right pressure to allow it to open
at the correct amount of vacuum then everything will work correctly. As you
have found out, blanking the bypass does the same thing because at low
vacuum they should be shut. Not having the bypass open at higher vacuum is
less of a problem then having them open at low vacuum when they should be
shut. I think I heard Dave Massey say he runs his with a blank cover.
If you ever want to make them run correctly you need to have a good vacuum
gage and adjust each till they open at the correct vacuum. Or you can do
trial and error adjustments till they both open at the correct amount of
vacuum. If you want specific details of how to do each of these methods
I'll go get my carb book and copy it for you.

I found the problem and it was me! The carbs had the tubes that come out of
the bypass valve plugged with what looked like tar. When I put the carbs in
cleaner it cleared the tubes. I didnt know why the tubes were plugged so I
looked in the manual and it showed the tubes connected to intake vacuum, a
valve and the distributor retard. Well the retard, valve and hoses were all
missing. I hooked the tubes to the intake manifold without the valve or
distributor retard. This is what caused the problem. I dont know why but
plugging the tubes back up solved the problem. I thank everyone for trying
to help.
